{"id":886257,"date":"2015-12-30T11:20:33","date_gmt":"2015-12-30T18:20:33","guid":{"rendered":"https:\/\/www.myconstructionexpert.com\/blog\/?p=886257"},"modified":"2015-12-30T11:20:33","modified_gmt":"2015-12-30T18:20:33","slug":"homebuyers-on-their-own-to-check-soil-stability","status":"publish","type":"post","link":"https:\/\/www.myconstructionexpert.com\/blog\/homebuyers-on-their-own-to-check-soil-stability\/","title":{"rendered":"Homebuyers on their Own to Check Soil Stability"},"content":{"rendered":"<p>Ryan Summerlin | Post Independent | December 26, 2015<\/p>\n<p class=\"STND-STND BodyText\">The problem of sinking homes in Ironbridge, built on hydrocompactive soils that collapse when they get wet is neither isolated nor new.<\/p>\n<p class=\"STND-STND BodyText\">Shifting soils have caused millions upon millions of dollars in property damage in Colorado, said Bob Patillo, the structural engineer who worked with Ironbridge homeowners in winning a settlement.<\/p>\n<p class=\"STND-STND BodyText\">Despite past damages and often-unstable geology, Colorado has no state law or rule to force developers to disclose soils tests to buyers, he said. Homebuyers are left to do their own homework.<\/p>\n<p class=\"STND-STND BodyText\">Much of the Front Range experiences <a href=\"https:\/\/www.myconstructionexpert.com\/blog\/construction-defect-claims-an-update-part-1\/\" target=\"_blank\">expansive soils<\/a>, like clay, that swell when they get wet. And parts of the Front Range, such as Denver, require that developers and builders assume that the soil will get wet to at least 20 feet or more, said Patillo.<\/p>\n<p class=\"STND-STND BodyText\">Their buildings are designed to anticipate moisture to that depth, and sellers are required to disclose the soil conditions to future buyers.<\/p>\n<blockquote id=\"article-blockquote\"><\/blockquote>\n<p class=\"STND-STND BodyText\">However, for consolidation-prone soils, which is what the Western Slope primarily deals with, similar measures are not employed, he said.<\/p>\n<p class=\"STND-STND BodyText\">State law does not require disclosure to buyer about the <a href=\"https:\/\/www.myconstructionexpert.com\/blog\/can-design-builders-rely-on-owner-supplied-specifications\/\" target=\"_blank\">soil conditions<\/a>, and there is no design standard assuming a certain amount of wetting, Patillo said.<\/p>\n<p class=\"STND-STND BodyText\">The state\u2019s local governments have a wide and not very consistent range of requirements for geotechnical investigations for foundation design, said Patillo.<\/p>\n<p class=\"STND-STND BodyText\">Two major publications by the Colorado Geological Survey are a handbook for homeowners about swelling soils, and one about collapsible soils.<\/p>\n<p class=\"STND-STND BodyText\">\u201cA Guide to Swelling Soils for Colorado Homebuyers and Homeowners\u201d is CGS\u2019s bestselling book. It\u2019s often handed over the buyers with their closing documents.<\/p>\n<p class=\"STND-STND BodyText\">Jonathan White, co-author of \u201cCollapsible Soils in Colorado\u201d and senior engineering geologist for CGS, said he\u2019s well aware of the soils issues in Garfield County.<\/p>\n<p class=\"STND-STND BodyText\">Buyers of homes on collapsible soils must dig deep, read the land use review letter the CGS writes for the county, go to the building department, request the development application and get the geotechnical report, he said.<\/p>\n<p class=\"STND-STND BodyText\">\u201cBut most people don\u2019t do all that.\u201d<\/p>\n<p class=\"STND-STND BodyText\">What\u2019s worse, other contractors brought on to work on the property don\u2019t check these resources either, said White. Builders and landscapers will assume that the soil conditions have already been accounted for.<\/p>\n<p class=\"STND-STND BodyText\">Glenwood Springs has experienced a lot of <a href=\"https:\/\/www.myconstructionexpert.com\/blog\/a-cautionary-insurance-tale-for-project-owners\/\" target=\"_blank\">soil collapse<\/a> issues, so the city requires an engineered foundation, said Patillo.<\/p>\n<p class=\"STND-STND BodyText\">\u201cI don\u2019t think there are more soils issues in Glenwood Springs than other areas of the Roaring Fork and Colorado River valleys, but we do enforce the codes for geotechnical investigation and geologic hazards,\u201d said Patrick Seydel, director of Glenwood Springs\u2019 building department, wrote to the Post Independent.<\/p>\n<p class=\"STND-STND BodyText\">Then the engineer uses the soils and geologic hazards reports to design the buildings\u2019 foundation, wrote Seydel, \u201cand the building department inspects the foundation installation for compliance with the engineered design.\u201d<\/p>\n<p class=\"STND-STND BodyText\">The reports on a development\u2019s soils and geohazards are public record, he added.<\/p>\n<p class=\"STND-STND BodyText\">\u201cIt would be prudent for any customer to request soils\/geohazard reports as part of their due diligence prior to purchase.\u201d<\/p>\n<p class=\"STND-STND BodyText\">Andrew Schwaller, director of the Garfield County building department, said&#8230;<\/p>\n<p class=\"STND-STND BodyText\"><a href=\"http:\/\/www.postindependent.com\/news\/19817004-113\/homebuyers-on-their-own-to-check-soil-stability\" target=\"_blank\">To finish reading this article<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Ryan Summerlin | Post Independent | December 26, 2015 The problem of sinking homes in Ironbridge, built on hydrocompactive soils that collapse when they get wet is neither isolated nor new.
